This task depends on the PRO_CHANGE_MANAGER_R0 task and it's design implementation, also the change persistence/resource algorithm is not decided yet, but you added a comment about it. It would be good to write that this task is mainly about the Change Server and the Change Manager on the server and it's facade interface.
