    11Page templates should support frames in it. See [wiki:Templates] and implement the following: 
    2  * Adding template - should contain all frames 
    3  * Applying a template - on first apply, new frames are created

     3 * Applying a template - on first apply, new frames are created. Existing frames are not deleted. However, changes to existing frames in the templates should be applied to all pages
